Answer: I have no personal experience with this cable, however, I have never seen a retractable with POE. -

Answer: No, it is an ethernet cable. The brand does sell phone cables too, but this one is for your computer to your router. -

How do you activate the retraction?
Answer: Assuming the cable is extended and locked already, pull just enough until you hear a 'click'. It means if you let it go now, it will retract.
